Biography

Judge Milton was born in Pasadena, California, but spent the first 20 years of his life in Indianapolis, Indiana. Although his family was of limited economic means, it was patriotic and occupied all branches of the military. David was summoned to active duty for the United States Army Reserve shortly after graduation from High school.
He reached the rank of Specialist 5th Class. Upon release from active duty, David returned to Indianapolis and became employed in the factories of Eli Lily & Company while taking college courses at night.

After deciding he would be better positioned to complete his education in California where he had family and friends, he relocated there and attended Pasadena City College.
He matriculated on to California State University, Los Angeles and studied pre-law, business, and psychology. He worked many jobs during his academic years including service station attendant, house painter, accounting with Universal Studios, and finally in the student worker professional program with Los Angeles County.

Judge Milton returned to Indianapolis enrolling at Indiana University, Robert H. McKinney School of law. In his second and third years, he worked as a law clerk for the Marion County (Indianapolis) Prosecutor’s Office. Upon completion of his Doctor of Jurisprudence Degree, he returned to California and successfully completed the California Bar Exam on his first attempt. Shortly thereafter, he began his professional career in public service: 1978, Deputy District Attorney, Los Angeles County District Attorney’s Office. After 9 years in that office, he was appointed Judge of the Los Angeles Municipal Court.

In 1992 he was appointed Chief Assistant Prosecutor for the Marion County Prosecutor’s Office. During 1994, he was appointed Assistant Chief Trial Counsel for the state Bar of California where he managed a team of deputy’s trial counsel who were charged with prosecuting errant lawyers. In 1995, he was appointed Judge of the Los Angeles Superior Court. In that position, he handled unlimited criminal and civil cases. After 36 years in public service, David entered practice as a private judge where he handles arbitrations, mediations, and complex discovery matters.

Judge Milton authored special circumstances legislation, Penal Code Section 190.2 (21), drive-by shooting, and co-authored stalking legislation after becoming a stalking victim. These statutes were sponsored by then Senator Ed Royce of Orange County. Judge Milton also proposed legislation to address shooting into inhabited dwellings, also sponsored by Senator Royce. The California Legislature declined its passage.
